You will meet them by approaching them and giving them a compliment.

It is really that easy. I am just going to give you a few pointers to help you achieve this. The rest of the work lies on you. So, you get out of your house and see beautiful women all around you. You pick the one you like and start walking towards her. It would benefit a lot if you made strong eye contact with her before you came up to her, but if that is not possible, it's okay. Approach her anyway and in a strong confident voice, give her a compliment. Say the compliment slowly while looking her in the eye with a smile on your face. These last two sentences are the core of this kind of approach. I cannot emphasise them enough. After the compliment, if she welcomes your approach, continue talking to her and eventually asking her for a phone number or date.
